In the light of the decision of Hon’ble High Court Patna in CWJC No.15504/2017, the respondent BCECEB is directed to hold a counselling afresh from the stage of registration by providing 50% reservation on the basis of institutional preference declaring the counselling conducted on 07.11.2017 for admission in the first year of the Post Graduate Degree courses (MD Homoeo) in R.B.T.S. Govt. Homoeopathy Medical College & Hospital, Muzaffarpur, Bihar for the session 2017 as cancelled.

Application Form

In view of para 1 above, Online applications on prescribed form are invited from interested qualified candidates on the basis of All India Ayush Post Graduate Entrance Test  (AIAPGET)-2017 for appearing in the Post Graduate Medical Admission Counselling (PGMAC)-2017 for MD (Homoeo) in order to select candidates for admission to the FIRST YEAR of the following Post Graduate MD (Homoeo) Degree Courses; (i) Materia Medica & (ii) Practice of Medicine in R.B.T.S. Govt. Homoeopathy Medical College & Hospital, Muzaffarpur for the session 2017.

Qualification & Eligibility for MD (Homoeo) Course group:

  1. (a) For 50% seats reservation on the basis of institutional preference : The candidates must have passed the B.H.M.S. Examination from any Govt. Homoeopathic College of Bihar State included in the schedule of Central Council of Homoeopathy, India and must be qualified on the basis of All India Ayush Post Graduate Entrance Test (AIAPGET)-2017.
    (b) For rest 50% open seats : The candidates must have passed the B.H.M.S. Examination from any Homoeopathic College included in the schedule of Central Council of Homoeopathy, India and must be qualified on the basis of All India Ayush Post Graduate Entrance Test (AIAPGET)-2017.
  2. The candidates who are AIAPGET-2017 qualified and are permanent residents / domiciled of Bihar and have been admitted in BHMS course on the basis of competitive examination conducted on behalf of Govt. of Bihar before the bifurcation of Bihar i.e. 15.11.2000 in Homoeopathic College situated in Jharkhand and have obtained the degree of BHMS are also eligible for counselling / admission in academic session 2017 in this PG Homoeopathy Course.
  3. The candidates must have completed Internship before / on the date of Counselling/ Interview for PGMAC-2017 (HOMOEO), otherwise they will not be eligible for allotment of seat.
  4. The candidates must have obtained permanent Registration from Central Council of Homoeopathy, India or Bihar State Board of Homoeopathic Medicine. A candidate, who has not obtained permanent registration from Central Council of Homoeopathy, India or Bihar State Board Homoeopathic Medicine but is otherwise eligible, may be allowed to appear at PGMAC-2017 (HOMOEO) on provisional basis but he must obtain the same within one month from the date of his admission in PG Homoeopathy Course as per the rules of the Central Council of Homoeopathy, India, failing which the admission of the candidate shall be cancelled. He must also be registered after admission under the concerned University within the period prescribed by that University.

Procedure for Online Submission of Application Form, procurement of Prospectus and Counselling Fee

The Prospectus for appearing in PGMAC-2017 for MD (Homoeo) can be downloaded Online from the BCECE Board’s website: www.bceceboard.bihar.gov.in . For Online Submission of Application Form click on ‘Apply for PGMAC-2017 for MD (Homoeo)’ button and follow the instructions appeared :

(i) STEP ONE (Registration) : For registration, the candidate is required to fill the informations asked in Step-1 of the Application Form, appearing on computer screen. A SMS / Email will be sent to the registered Mobile Number / registered email ID which will contain the PGMAC (Homoeo)-ID. He/She is requested not to disclose his/ her login credentials to any one. If he / she does so, the Board will not be responsible for this. Such PGMAC (Homoeo)-ID and Password must be noted and preserved for future use.

(ii) STEP TWO (Counselling Fee) : Those candidates who have completed Step-1 successfully will login to their account by entering their PGMAC (Homoeo)-ID and Password and then clicking “Sign In” button. After successfull login, the candidate will make the payment of the Counselling Fee. There are two modes for payment:

(a) Payment by Bank Challan: If candidate wants to make payment through challan mode, click on ‘Print Challan’ button. After clicking a Bank Challan will appear in triplicate form which should be downloaded by the candidate (consisting of Bank’s Copy , Board’s Copy & Candidate’s Copy) and using the Bank challan, he / she should then deposit PGMAC-2017 for MD (Homoeo) Counselling Fee i.e. Rs. 2200/- (Two thousand two hundred) only for all category i.e. General / BC/ EBC / SC / ST candidates in any Branch of Canara Bank. After depositing the aforesaid counselling fee, the Canara Bank will return to the candidate the Board’s Copy and Candidate’s Copy of the paid challan. Bank charge of Rs.60/- will be paid extra by the candidate.

(b) Online Payment: If candidate wants to make payment through Online Mode, click on ‘Online Payment’ link. After clicking, the candidate can make payment though Net Banking / Debit Card / Credit Card of any bank listed on the website.

Transaction processing fee and the service tax will be paid extra by the candidate along with the Counselling Fee i.e. Rs. 2200/- (Two thousand two hundred) only for all category i.e. General / BC/ EBC / SC / ST candidates.

After making successfull payment, either through challan or online payment, Step-2 is completed.

(iii) STEP THREE (Personal Information) : Click on ‘Fill the Personal Information’ link and fill your Personal Information as required on computer screen. Passport size photograph of high contrast of the candidate and his / her full signature in Hindi and English (Not in Capital Letters) are to be scanned and to be uploaded. After filling personal Information, click on ‘Submit’ button to complete Step-3.

(iv) STEP FOUR (Educational Information) : Click on ‘Fill the Educational Information’ link and fill your Educational Information as required on computer screen. After filling Educational Information, click on “Submit” button to complete Step-4.

Note :

  1. The candidates are required to fill up the reservation category very carefully taking in to consideration the reservation policy/ rules / category as specified and applicable in the State of Bihar on or before the date of starting the process of online submission of the prescribed application form for AIAPGET-2017.
  2. Before final submission of each step separately, a preview page will appear on the screen step wise. Make sure that you have filled all the informations correctly. If candidate wants to modify some informations, he / she can modify the entries. If all the informations are filled correctly, click on OK button of the preview page for final submission of the concerned steps of the Application Form. After final submission, of the online Application Form, there will be no provision for any rectification / modification in the online submitted Application Form.
  3. The candidate must note that after submission of the Application form, it cannot be withdrawn. Claim for refund of Counselling Fee will also be not entertained.
  4. After filling all the steps of Application Form, download and print out of the completely filled online Application Form in the format of (Part-A & Part-B) must be obtained which will appear on the computer screen.
  5. The BCECE Board will not be responsible for any disturbance in internet / postal / banking process. Therefore the candidates and must complete the entire process before the last date.

Downloaded print of Online filled in Application Form, enclosures and paid challan :

The print out of the ‘Online’ filled in Application Form (Part-A & Part-B) as obtained by the candidate should be processed further as per the directions given hereunder and should be submitted at the scheduled date / time of counselling :-

  1. Paste Passport size photograph (the same as scanned and submitted online) at the specified space.
  2. Put signature in Hindi and English (Not in Capital letter) at specified space.
  3. Give the declaration as per the text printed on the Part-B of the Application Form at specified space in your own handwriting (not in capital letters).
  4. Attach the Board’s Copy of the paid challan with the downloaded print of Online filled in Application Form if payment done by Challan mode.
  5. Attach the downloaded print of Online filled in Application Form, the photo copies of all the certificates / documents as required mentioned in Para- 4 & 5 of the prospectus of PGMAC-2017 for MD (Homoeo) .

NOTE :

  1. Before submission of stepwise online application finally must verify preview page appeared on computer screen and be confirmed that all entries have been filled in correctly. If the applicants need any changes to be made in the enteries, they can do the if so before online submission. If all information has been correctly filled up only then finally submit the application after putting in writing the Declaration as required. There is no provision for any correction in finally online submitted application.
  2. Applicant must note it that after submission of online application finally, neither application can be withdrawn nor the examination fee will be returned to applicants.
  3. After completion of all the steps, the application Form- part A and part- B should be downloaded and the same must be submitted at the time of counselling.
  4. Any delay due to internet connection or due to banking problem, the BCECE Board will not be responsible. As such the applicant should not wait for last date rather the applicants should complete the process well before.
  5. Final Merit list for MD (Homoeo) course will be prepared after scrutinising the data provided by Ministry of Ayush / Health Deptt., Govt. of Bihar.
  6. On the basis of merit and availability of seats, the Counselling programme will be published on the Board’s Website on 09.01.2018 (7.00 P.M.) .
  7. No other chance will be given to any candidate for submitting online application after due date for online submission of application.

Counselling

The counselling programme for admissions to both courses will be based on the merit of All India Ayush Post Graduate Entrance Test (AIAPGET)-2017 held on 07 Nov 2017. The candidates who are qualified on the basis of AIAPGET-2017 and who have duly applied are included in the counselling programme for allotment of MD (Homoeo / Ayurveda) courses as per corresponding eligibility criteria.

The candidates are required to bring all the certificates/documents as per the prospectus of PGMAC-2017 for MD (Homoeo / Ayurveda) positively at the time of counselling otherwise they will not be eligible for admission.

Each eligible candidate will be allowed to exercise his/ her option for Course/ Institution from amongst those available at his/ her merit serial after his/ her original Certificates/ Documents and identity are verified.

A candidate who absents or fails to appear on the scheduled date & time of his/ her Counselling/Interview may appear for Counselling any time during the period of Counselling of his/her respective category, but in that case he/ she will have the option of Course/ Institution available at the time of his/ her actual reporting.

Each candidate should note that once the Course/ Institution has opted at the time of his/ her Counselling at his merit serial and the same is allotted to him/ her, no subsequent request for change of course and/ or Institution shall be entertained.

Admission fee and other related charges shall have to be deposited at the time of admission in the concerned college.

Eligibility Criteria

Educational Qualification for MD Homeo Admission

  • The candidates must have passed the B.H.M.S. Examination from any Govt. Homoeopathy College of Bihar State included in the schedule of Central Council of Homoeopathy, India.
  • The candidates who are permanent residents / domiciled of Bihar and have been admitted to BHMS course on the basis of competitive examination conducted on behalf of Govt. of Bihar
  • The candidates must have completed Internship. A candidate who has passed the BHMS Examination but has not completed Internship may be allowed to appear at PGMAC-2017 (HOMOEO) on provisional basis but he must complete Internship before the date of Counselling/ Interview for PGMAC-2017 (HOMOEO), otherwise, he will not be allowed to participate in the counselling/ interview.
  • The candidates must have obtained permanent Registration from Central Council of Homoeopathy, India or Bihar State Board of Homoeopathic Medicine. A candidate, who has not obtained permanent registration from Central Council of Homoeopathy, India or Bihar State Board Homoeopathic Medicine but is otherwise eligible, may be allowed to appear at PGMAC-2017 (HOMOEO) on provisional basis but he must obtain the same within one month from the date of his admission in PG Homoeopathy Course.

Educational Qualification for MD Ayurveda

  • The candidate must have passed the Bachelor Degree Examination in Ayurveda (BAMS) from any Govt. Ayurveda college of Bihar State
  • The candidates who are AIAPGET-2017 qualified and are permanent residents / domiciled of Bihar and have been admitted in BAMS course on the basis of competitive examination conducted on behalf of Govt. of Bihar.
  • The candidate must have completed the essential Internship/ for a period of not less than 12 months in a recognised teaching Hospital & registered by Bihar State Council of Ayurveda & Unani Medicine or Central Council of Indian Medicine.
  • A candidate who has passed the BAMS examination but has not completed the rotating internship of one year may be allowed to appear at PGMAC-2017 (Ayurveda) on provisional basis but he must complete the rotating internship before the date of counselling / Interview for PGMAC-2017 (Ayurveda)
  • The candidates must have obtained permanent Registration from Central Council of Indian Medicine or Bihar State Council of Ayurvedic & Unani Medicine.

Residential: The candidates must be a citizen of India.

Age Limit: There is no maximum age limit for appearing PG Medical Admission Counselling 2017.

Merit List

Merit list of all the candidates as provided by the Deptt. of Health, Govt. of Bihar based on AIAPGET-2017 will be the basis for PG Medical Admission Counselling 2017 for MD Homoeo / Ayurveda.

Counselling / Interview

  • The candidates in order of merit will be called for Counselling/ Interview and for verification of original documents and identity by personal appearance. The allotment will be done on the merit-cum-choice basis as per the merit list provided based on AIAPGET-2017. No change in the choice will be allowed later on. The candidates coming late during counselling may be considered but placement will be done only on the existing vacancy at that time.
  • The Candidates should bring their Admit Card, and other related documents including rotating internship completion certificate, all in original, in support of their eligibility.
  • A candidate will be given an opportunity to exercise his option for course / Institution from among those available and actual allotment will be done on the merit-cum-choice basis.
  • A candidate, if found eligible in all respect after due verification of his documents and identity, will have to join the course within one week after the date of allotment of Course/ Institution failing which his candidature may be rejected.
  • The candidates belonging to General category or unreserved category have to secure at least 50th percentile marks and candidates belonging to SC, ST, EBC & BC reserve categories at least 40th percentile marks in the competitive test of AIAPGET-2017, in order to fulfil the minimum performance criterion as fixed by the Medical Council of India to be eligible for admission in any Post Graduate course. No weightage will be given for Remote or any other services. Only the rank obtained in AIAPGET-2017 will be taken into consideration.
  • No candidate will be permitted to pursue and complete more than one course from the same Examination [AIAPGET-2017] and the same session.
  • No candidate will be enrolled for two courses simultaneously i.e., as a regular student for one course and as an ex-student for the other course.
