Odisha D.El.Ed 2027, also called SAMS Odisha CT, is the online entrance test for the two-year Diploma in Elementary Education (2027-29) in Odisha’s DIETs, BIETs and ETEIs. The Directorate of TE and SCERT, Odisha conducts it through the SAMS portal. Forms are expected in May 2027 and the CBT in August 2027.

How to Apply for Odisha D.El.Ed 2027
You apply online only, by filling the Common Application Form (CAF) on scert.samsodisha.gov.in. One form covers the D.El.Ed course in all 68 institutions, and you choose your institutions in the same form.

Applications for Odisha D.El.Ed 2027 are expected in May 2027.
- Open scert.samsodisha.gov.in and click the link for the online Common Application Form.
- Register with your mobile number and email ID, then log in.
- Fill in your personal, address, category and +2 details, and pick your quota and stream.
- Choose your institutions in order of preference (you can fill up to 68 options).
- Upload your photo, signature and the certificates asked for.
- Pay the fee online by debit card, credit card, net banking or UPI.
- Submit the form and keep a printout. You need it again at the time of admission.

Convenience fee and GST are extra. These are the 2026 fees, so check the 2027 brochure for any change. A short edit window opens after the form closes, and one more irreversible edit (stream, choice lock, SC/ST category) is allowed after the CBT.
Who can apply for Odisha D.El.Ed 2027?
You can apply if you passed +2 in Arts, Science or Commerce with at least 50% marks and studied Odia. These are the rules from the latest brochure:
- +2 (Higher Secondary) passed in Arts, Science or Commerce from a recognised board with at least 50% aggregate marks, not counting the extra optional subject.
- 45% aggregate is enough for SC, ST, SEBC and PH candidates.
- Students appearing in the final +2 exam can apply, but must have the required marks at the time of admission.
- Odia as MIL up to HSC level, or Odia passed in the BSE Odisha single-subject exam, or HSC passed in Odia medium. Urdu and Telugu quota seats need Urdu or Telugu as MIL instead.
- Permanent resident of Odisha, except Outlying Odia Tract (OOT) candidates from Andhra Pradesh, Jharkhand, Chhattisgarh and West Bengal.
- Upper age limit (as on 30 June of the admission year): 30 years for general male candidates, 35 years for SC, ST, SEBC and all women candidates, and 40 years for PH candidates.
What is the Odisha D.El.Ed 2027 exam pattern?
The entrance is a 90-minute computer-based test of 90 multiple-choice questions for 90 marks, in two sections. Each correct answer gets 1 mark and each wrong answer loses 0.25 mark.

How many D.El.Ed seats are there in Odisha?
There were 6,550 D.El.Ed seats in 68 government and aided institutions for the 2026-28 batch. Most seats are filled through the state quota, and each quota has its own merit list.

You can apply under only one of these quotas. Seats in each category are split 50:50 between Arts/Commerce and Science candidates, and 5% of seats are reserved for persons with benchmark disabilities.
How are Odisha D.El.Ed seats allotted after the CBT?
Seats are allotted purely on CBT marks, through online merit lists on the SAMS portal. If the test runs in several shifts, normalised scores are used. Merit lists are drawn up by category and by stream, and ties go to the candidate with the higher +2 percentage, then to the older candidate.
