DNB PDCET Counselling 2020- Round 2 counselling dates have been modified. Candidates who qualify the Centralized Entrance Test (DNB-PDCET) conducted by NBE and fulfil the eligibility criteria for admission to DNB (Post Diploma) courses (January 2020 admission session) at various NBE accredited Medical Colleges/ Institutions/Hospitals in India can participate in the counseling for allocation of seats purely on merit cum choice basis. Candidate pursuing any other postgraduate medical course (DNB, MD/MS) can join a DNB seat only after they resign from such course.

Eligibility for Online Centralized Merit Based Counselling 2020

  • Candidates who have passed the final examination leading to the award of Post Graduate Diploma from Indian Universities which are duly recognized as per provisions of Indian Medical Council Act 1956, Govt of India i.e. have passed final examinations for Post graduate diploma on or before 31st December 2019. AND
    Appeared in DNB PDCET December 2019.
  • Candidate pursuing any other Post Graduate Medical course (other than DNB course) can join a DNB seat only after he/she resigns from such course. Such candidate shall be allowed to join the allotted institute only if the candidate has been relieved and discharged from the institution/college/hospital from where he/she is undergoing such post graduate medical course.
  • If ineligibility is detected at any stage, NBE reserves its rights to take necessary actions as deemed fit including but not limited to cancellation of admission to DNB course and to debar the candidate from taking any further examinations conducted by NBE.
  • Candidates absent/not participating in the first round of online counseling shall not be eligible for participation in subsequent round(s) of counseling including Final Round (In-Person) counseling.
  • Candidates joining DNB (Post Diploma) courses for January 2019 admission session, after opting a confirmed seat through DNB (Post Diploma) Centralized Online Counseling shall not be eligible to appear in DNB (Post Diploma) and shall not be eligible for joining any other DNB course for the entire duration of their DNB Course (i.e. 2 years). This shall be irrespective of their resignation or discontinuation from the course due to any reason. Candidates joining DNB (Post Diploma) course for January 2019 session shall be debarred from appearing in DNB (Post Diploma) and admissions till December 2020.
  • NBE reserves its rights to alter/amend or modify or interpret any clause / criteria /
    guidelines contained in this handbook pertaining to Centralized Counseling.
  • Jurisdiction for disputes if any, shall be at New Delhi only.

Note: Guideline for online centralized merit based counseling shall be available at NBE website in due course.

Conselling Fee

Candidates are required to pay the counseling fee of Rs. 2500/- at the Time of the online registration process for counseling. Counseling fee shall not be refunded under any circumstances once the candidate has been registered for Counseling.

Process of Registration and Choice Filling for DNB (Post Diploma) Online Merit Based Centralized Counseling

  • The Eligible Candidate has to create a Password to Login to the Online Counseling System using the link Create/Reset Password available in the Home page.
  • The Eligible Candidate has to create a Password to Login to the Online Counseling System using the link Create/Reset Password available in the Home page.
  • Candidate can Login to the Online Counseling System using his/her Roll number of DNB PDCET January 2019 or his/her registered email ID for DNB PDCET January 2019 and password.
  • After the successful Login to the system, the candidate has to pay Rs. 2500/- as Counseling fee through online payment gateway.
  • On successful payment of counseling fee, the candidate has to proceed for filling the Counseling Form.
  • The candidate has to view and edit the personal details while registering them for online counseling.
  • The documents have to be uploaded during this registration process. The eligibility of the candidate for DNB (Post Diploma) January 2019 admission session, in accordance with the Eligibility criteria mentioned in the information bulletin and handbook for counseling, will be determined by the allotted institute by verifying the original documents of the candidate by comparing the scanned copies uploaded through this page.
  • The Candidate claiming reservation in SC/ST/OBC has to upload the category certificate during this registration process. The format of OBC(NCL) certificate (Annexure-D1) is available in Information Bulletin & Handbook for Admission to DNB (Post Diploma) January 2019 Admission Session.
  • The PWD candidate has to confirm whether they are willing to be considered in the PWD category or not during the registration process. The relevant certificate is to be uploaded on this page. The format of the certificate (Annexure-D2) is available in the Information Bulletin & Handbook for DNB (Post Diploma) January 2019 Admission Session.
  • The candidates claiming special reservation based on the seat matrix has to specify their category while registering for online counseling. The relevant certificate is to be uploaded on this page.
  • During the registration process, the candidate has to select his/her choice of preference. The candidate can fill any number of choices during this process. The candidate has also to arrange the selected choices in the order of preference.
  • For filing the choices, candidate has to select the State, then Hospital and then Add Choice.
  • The candidate can move the selected choices up and down using the Mouse by Clicking the Arrow indicated in each choice.
  • The selected choice can be removed from the preference list by clicking the Remove button.
  • In the Declaration page, the candidate has to accept the declaration by clicking Checkbox ‘I accept the declaration’.
  • In the declaration page, the candidate can save the selected choices each time. Candidate can add or remove choices, any number of times till she/he Lock and Confirm or the last date of registration.
  • If the candidate does not Lock his/her preferences till the last date of the registration, the system shall lock the preferences on the end of the registration process.

Procedure for Allotment of Seats

First Round

  • Eligible candidates with merit position are allowed to fill their options/choices after remitting the required counseling fee of Rs. 2500/-.
  • The registered candidates are allowed to select and arrange the choices of seats in the order of their preference. The candidate can select any number of choices of seats. However, candidates are cautioned not to fill the choices in which they are not interested to join, if they do so and allotted with such seat and not pays the course fee or not joins the allotted seat, they will not be eligible for further round of counseling including final round (in person) counseling.
  • The SC, ST and OBC candidates are required to confirm their category through the counseling website. Those who are not confirming and not uploading their category certificate (SC, ST or OBC) are treated as UR/General category candidate.
  • The special category candidates (other than SC, ST and OBC) are allowed to select the special category during the registration process. Such candidates also required to upload their respective certificate during the registration process.
  • The Certificates uploaded by the candidate during the registration process will be verified by NBE as well as the respective institute before Joining for the course. If the certificate(s) uploaded by the candidate found to be false/fake at any stage of counseling process, their allotment as well as their candidature will be cancelled.

Second Round

  • The candidates who have accepted the first-round allotment by paying one-year course fee and all the registered candidates who have not been allotted with any seat during the first round of counseling, will be considered for Second Round of counseling.
  • Candidate who have been allotted with a seat and not paid one-year course fee, will not be eligible for any further round of counseling.
  • The panel of choice will be re-opened for all the eligible candidates mentioned above to re-shuffle/re-arrange their higher order choices and also allow to add new choices. No new candidate will be allowed to register for counseling during this period.
  • The candidate who wish to freeze their first-round allotment (not interested in any further changes in their allotment) have to remove all their higher order options from the choice filling panel. Candidate failed to remove their higher order options during the second-round choice filling and allotted with an upgraded seat, have to accept the newly allotted seat, failing which their allotment shall be cancelled. In any circumstances, NBE shall not reinstate the seat allotted to the candidate during the first round of counseling.
  • Candidates who have not paid one-year course fee after the first allotment, shall be filtered out from the counseling process.
  • The allotment of seats will be made as per the choice preference arranged/selected by the candidates during the Second Round of counseling.

Third Round

  • The candidates who have accepted the allotment by paying one-year course fee and successfully verified their certificate and Bio-metric at NBE designated centres along with all the registered candidates who have not been allotted with any seat during the First and Second round of counseling will be eligible for Third Round of counseling.
  • The candidates allotted with a seat and not paid one-year course and/or did not get verified their Certificate and Bio-metric, will not be considered for Third round of counseling.
  • The panel of choice will be re-opened for all the eligible candidates mentioned above to re-shuffle/re-arrange their higher order choices and also allow to add new choices. No new candidate will be allowed to register for counseling during this period.
  • The allotment of seats will be made as per the choice preference arranged/selected by the candidates during the Third Round of counseling.
  • The method of allotment will be same as mentioned in the Second Round of counseling.
  • During the allotment process, seat vacated by the candidate due to the allocation of their higher order options, dynamically allotted to the lower ranked candidate than the candidate who have vacated the seat, as per the choice made by them during the third round of counseling.
  • Candidate allotted with a seat first time will have to pay one-year course fee of Rs. 80000/- through NBE online counseling portal. The candidate who have not paid the course fee within the stipulated time will be treated as explicit refusal of allotted seat and such candidate will not be considered for any further round of counseling.
  • The candidates who have been allotted with a seat first time and paid the one-year course fee have to report to the selected centre for the Certificate and Bio-metric verification. Candidate who have been allotted with a seat and paid the one-year course fee and not reported for Certificate and Bio- metric Verification will not be eligible for any further round of counseling.The seat allotted to them will be taken back for further allotment and their candidature will be cancelled.

Final Round (In-person)

  • All the registered candidates who have not been allotted with any seat during the first, second and third round of counseling, will be considered for Final Round of counseling.
  • The Final Round of counseling shall be held in New Delhi, at National Board of Examinations, PSP Area, Sector – 9, Dwarka (Landmark: Opp. District Court, New Delhi) as per the prescribed schedule.
  • Candidates are required to make their own arrangements for boarding & lodging. Travel cost to appear in the counseling shall be borne by the candidates themselves.
  • Candidates are required to produce the following documents in original at the time of counseling, failing which the candidate shall not be allowed to participate in the counseling:
    • MBBS Degree certificate.
    • Post Graduate Diploma Medical Qualification Pass certificate/Provisional Pass Certificate*.
    • Permanent Registration certificate issued by MCI/State Medical Council for registration of MBBS qualification.
    • Proof of having passed the Post graduate diploma final examination on or before 31st December 2018.
    • Proof of Post Graduate Diploma Medical Qualification recognized as per IMC Act/Central Government.
    • SC/ST/PWD/OBC certificate issued by competent authority, if applicable. Caste certificate must be issued by competent authority. The sub-caste should tally with the Central Govt. list.
    • Special category certificate issued by the competent authority, if applicable.
    • Valid Identity proof i.e. PAN card, Indian Passport, Voter ID card, Driving License or Aadhaar Card (with photograph).
    • Any Bonafide Certificate (optional)
  • Candidates are advised to report to the counseling venue at the prescribed time. Candidates reporting after the prescribed time are liable to miss their turn in the Counseling/non-participation. NBE shall not be responsible for any delay in arrival due to any reason. No claim in this regard shall be entertained. NBE reserves its rights to take appropriate decisions in cases of late reporting by the candidates. However, no candidate under any circumstances shall be allowed to disrupt the existing flow of candidates for counseling if he/she reports late on any
    ground.
  • The allotment of seats shall be made to the eligible candidates only through personal appearance and they shall be called in batches in order of their merit position, as per the schedule of Mop-up (Final) round of Counseling available on NBE website.
  • Candidate opting a confirmed seat has to pay one-year course fee by way of Demand Draft in favor of “National Board of Examinations” payable at “New Delhi”.
  • Authorized representative on behalf of candidate shall be permitted only after due approval of NBE, in exceptional circumstances only at sole discretion of NBE.
